The Flatland 4×4 front winch bumper, for the WJ series, features a low mounting point for your winch, to maximize airflow, a winch fairlead slot, and a compact design to keep approach angles good while maintaining protection for factory components. The standard option provides maximum protection to the radiator and the slotted version increases airflow while enhancing appearance. Plans include templates for mounting brackets featuring bumper-side bolt holes for added mounting adjustability. Designed to be cut from 3/16″ and 1/4″ plate.

If you are going to make this, make the mounting brackets out of thicker plate and extend them further into the frame because mine bent.
